Birx warned that with winter coming in, social distancing will become more difficult to do, and people should get into a better practice of wearing them.

Adding that Bismarck was amongst the worst cities she’s visited at wearing masks. And with recent hospital capacity concerns with continuously-increasing COVID cases, Birx said people need to get into the habit of mask wearing.

“At this point, what seems okay is going to continue to deteriorate. And so changing today will improve cases two weeks from now,” Birx said.

“There is not only evidence that masks work, there is evidence that masks used as a public health mitigation effort works,” Birx said.

In contrast, Gov. Doug Burgum, R-N.D., continued to be against a statewide mask mandate. Leaving it up to mayors and individual responsibility.

Bismarck Mayor Steve Bakken has repeatedly spoken out against voting for a mask mandate in his city.

The North Dakota Department of Health reported 1,433 new COVID-19 cases in the state Saturday, Oct. 31, breaking yesterday's record for the most cases reported in a single day.

The 1,433 new cases came from 9,329 new tests for a daily positivity rate of 16.2%, the department said.

The state reported a dozen new deaths of individuals who died while infected with COVID-19.

The deaths moved the virus's death toll in the state to 524. Of the deaths, 395 list COVID-19 as the primary cause while 129 list it as a secondary cause or are pending death records.

October's 253 deaths more than doubled September's figure, making October the deadliest month for the virus since the pandemic began in March.

North Dakota tops the nation in cases per 100,000 residents over the last seven days with 123. The figure outranks nearby South Dakota, Wisconsin, Montana and Wyoming. In large measure due to its fall case surge, North Dakota also leads the nation in cases per 100,000 residents since the pandemic started.

The state added 584 new active cases, another single-day pandemic high and the third consecutive day North Dakota has reported 500 or more active cases. In the past three days, the state added 1,612 new active cases. For the entire month of October, active cases rose 112%

North Dakota has experienced record-breaking daily new cases, reportedly leading the spread of deaths per capita in the U.S.

Data comparison indicates that over the course of one month, the North Dakota Department of Health saw a 167 percent increase in active COVID-19 cases from the prior month.

The Dickinson Press reports that on Oct. 2, the state reported 3,158 residents with positive COVID-19 infections. As of Monday, Nov. 1, about 8,440 residents have been diagnosed with the coronavirus.

55 percent increase in cases over the past two weeks, as well as corresponding increases in both hospitalizations and deaths.

Due to the increasing caseloads, hospitalization capacity is brimming, with just 12.07 percent of staffed beds available statewide.

North Dakota Gov. Doug Burgum (R) has not issued a statewide order mandating masks be worn in public spaces.

There are just 12 available intensive care beds in the whole state, according to the latest figures reported by the North Dakota Department of Health. Most of the 195 open inpatient beds in the state are in rural hospitals, which often don't have the capability to care for patients with serious ailments.

Sather said Trinity had no room to admit patients the night before and larger hospitals turned down the Minot medical center's request to transfer patients, citing their own shortage of available beds. The result was patients, some with life-threatening illnesses, waiting in the emergency room for a bed to open up, Sather said.

"Being at capacity is a reality — not just here in Minot but across the state," Sather said.

Sather said medical professionals at his hospital have told him they have to "watch someone suffocate to death every day and sometimes several times a day."

North Dakota had a lack of nurses and other workers before the pandemic, and the issue has only been exacerbated in recent months. Trinity spokeswoman Karim Tripodina confirmed that about 140 staff members at the hospital had been in quarantine as of the end of last week

Fargo's three hospitals are struggling too, with a combined three open ICU beds and eight inpatient beds. Grand Forks' Altru hospital reported having one ICU bed and 10 inpatient beds.

Wednesday, Nov. 4, reported 12 deaths from COVID-19 and a record-high number of active cases.

The department says 567 North Dakotans have succumbed to the illness since March, and deaths have been climbing at a rapid pace over the last three months. The state has averaged more than eight COVID-19 deaths per day in October and November.

There are now a record 8,571 North Dakotans known to be infected with the virus.

North Dakota has reported the most COVID-19 cases and deaths per capita in the nation over the last week, according to the Centers for Disease Control and Prevention.

The number of hospitalized residents due to the illness rose to 220. Another 132 patients were initially hospitalized with some other ailment but later tested positive for COVID-19. Fifty-four residents with the virus are in intensive care.

The Health Department reported 1,116 new cases of COVID-19 on Wednesday.

North Dakota's hospitals have reached their limit, and the coming weeks could push them past their capabilities, Gov. Doug Burgum said at a news conference on Monday, Nov. 9.

Due to a major shortage of health care staffing, the state's hospitals have a severe lack of available beds.

Burgum announced that interim State Health Officer Dirk Wilke has amended an order that will allow health care workers with asymptomatic cases of COVID-19 to continue working in COVID-19 units at hospitals and nursing homes.

The governor added that the state is looking to hire emergency medical technicians and paramedics to run COVID-19 testing operations, which would allow nurses who are currently administering tests to begin working in hospitals.

On Oct. 24, the North Dakota Department of Health reported 448 COVID-19 deaths, and 34 days later, its death toll more than doubled with currently 902 deaths.

In less than one month, the number of residents who have either died with or due to COVID-19 has increased by approximately 80%, and after Thanksgiving — a holiday known for multiple households closely congregating in one space — health experts worry the prevalence of COVID-19 throughout the nation will rise rapidly.

Of the state's total deaths, 336 have occurred in November, which makes it North Dakota's deadliest month of the pandemic so far.

The state announced 797 new COVID-19 cases on Friday and reported that there are 8,225 North Dakotans known to be infected with the virus.

COVID-19 hospitalizations increased to 309 residents, with 39 ICU beds and 270 in-patient beds filled.

North Dakota's hospital system is experiencing a staffing shortage, and a potential increase in cases could overwhelm the state's hospitals.

Since March, a total of 77,232 North Dakotans have tested positive for COVID-19, which means more than one out of every 10 North Dakotans has had COVID-19.

North Dakota continues to have one of the worst COVID-19 outbreaks in the nation and leads the United States in the highest number of positive known cases per capita.
