Noem said she hopes to show other states that there are ways to navigate the pandemic without enforcing harsh government mandates. Her comments came just days after the Mount Rushmore State broke a monthly record for active COVID-19 cases.

The state reported 2,849 positive cases for the week ending on Sunday, Oct. 4. Then, on Monday, health officials reported 278 new cases, bring the number of active cases to 4,179, according to state data. At least 248 people have died from the virus in the state since the pandemic began rapidly spreading around the U.S. in March.

South Dakota had the second highest number of new cases per capita -- behind North Dakota -- according to The COVID Tracking Project. But on Tuesday, South Dakota rose to first place, with the highest positivity rate of any state over the past 14 days, at 23.64%, the tracking project said.

The state saw its worst month on record for active cases in September with residents between the ages of 20 and 39 making up for the bulk of positive diagnoses.

Noem asserted that her approach, including her refusal to issue a stay-at-home order, was the right one, despite a surge in cases in South Dakota, On Wednesday it had the highest positivity rate of any state over the past 14 days, at 23.35%, according to data from The COVID Tracking Project. By comparison, the national average rate over the 14 days that ended Monday was 4.7%.

The state recorded 10 deaths, along with 609 people infected with COVID-19. Over the last two weeks, the state has seen the nation's second-highest number of cases per capita, with nearly 645 new cases per 100,000 people, according to Johns Hopkins Researchers.

The number of hospitalizations reached a new high Wednesday, with 273 people requiring hospital care.

But Noem has shown no indication of veering from her strategy of foregoing government mandates to stem the spread of infections.

South Dakota Gov. Kristi Noem (R) this week attributed the state's surge in COVID-19 cases to increased testing, saying, "That's expected."

"We have triple the amount of testing that we are doing in the state of South Dakota, which is why we're seeing elevated positive cases," Noem said, according to The Associated Press. "That's normal, that's natural, that's expected."

Data from the South Dakota Department of Health shows there are no open general-care hospital beds in the southeastern portion of the state, which includes the two largest hospitals, the AP reported.

Noem did not explain how an increase in hospitalizations would correlate to an increase in testing, the AP reported. :lol:

South Dakota on Thursday, Nov. 5, marked its deadliest day of the COVID-19 pandemic so far, with health officials reporting 22 fatalities due to the virus, raising the state's death toll to 482.

Feigl-Ding, a senior fellow at the Federation of American Scientists in Washington, D.C., pointed a finger squarely at the state's political leadership, specifically Gov. Kristi Noem. Noem has roundly rejected calls for statewide restrictions to reduce the spread of COVID-19, including recommendations by public health officials for a masking mandate.

Feigl-Ding had a message for Noem: "It’s incredibly shameful you’re denying science and denying all we have learned from public health — whether it be epidemiology, virology, immunology, medicine — all these things, you’re denying all of them. In the name of what?

“Just put in these simple rules of following science. You don’t lose anything. It’s not shameful to follow science to save people’s lives."

Noem has said there are some times mask use is appropriate, but she has cast doubt on the benefits of a widespread, mandatory masking, calling the science behind its efficacy mixed.

South Dakota welcomed hundreds of thousands of visitors to a massive motorcycle rally this summer, declined to cancel the state fair and still doesn't require masks. Now its hospitals are filling up and the state's current COVID-19 death rate is among the worst in the world.

Both North and South Dakota now face a predictably tragic reality that health experts tell USA TODAY could have been largely prevented with earlier public health actions.

But months of lax regulations have contributed to a growing public health crisis in the Dakotas.

The current rates of infection and deaths per capita in South Dakota and previously restriction-free North Dakota are what Dr. Ali Mokdad would expect to see in a war-torn nation — not here.

“How could we allow this in the United States to happen?" asked Mokdad, a professor at the Institute for Health Metrics and Evaluation at the University of Washington in Seattle. “This is unacceptable by any standards.”

It's a situation “as bad as it gets anywhere in the world," Dr. William Haseltine told USA TODAY.

South Dakota has been listed by Forbes as one of the 10 most dangerous states in the Union, all of them in the Midwest.

Coronavirus in South Dakota is running at an intensity only surpassed in the US by its neighbor North Dakota. The state has an alarming positivity rate of almost 60% – nearly six out of 10 people who take a Covid test are infected – second only to another neighbor, Wyoming.

Viewed through the lens of cases and deaths, South Dakota is also at the top of the league table. More than 66,000 South Dakotans have contracted the disease and at least 644 have died, a number likely to rise as hospitals reach breaking point.

Noem has turned a public health emergency into an issue of “freedom” and “liberty”, consistently lying about the trajectory of the disease under her watch. “We’re doing really good in South Dakota. We’re managing Covid-19,” she has said.

She has also embraced the malaria drug hydroxychloroquine as a treatment for Covid, even after it was proven to be ineffective and potentially dangerous.

If all of this sounds familiar, that’s because it is. Since the start of the pandemic, Noem has consciously adopted the posture of a mini-Trump, following the president’s every move in the handling of the health crisis.

Noem has surrounded herself with a coterie of staffers drawn from Beltway strategists and lobbyists.

“The reason you do that has nothing to do with governing South Dakota,” Heidelberger said. “She’s completely focused on the national scene.”

South Dakota has reported more COVID-19 deaths per capita over the last week than anywhere else in the country, and it has the highest per capita rate of COVID-19 hospitalizations.

Nicole Knoshel, a 22-year old, wasn't wearing a mask when CBS News met her as she was about to enter a bar.

"Honestly, I am a registered nurse on a COVID unit," she said. "I do care about other people and their health as well."


Governor Kristi Noem is against mask mandates. But the state is split over how to respond to the pandemic.

The leader of the largest health system in the Dakotas doesn't agree with his medical director over whether there's a crisis.

"It's hard for me to say we are at a crisis," Sanford Health CEO Kelby Krabbenhoft told CBS News.

When the medical director was asked if she would classify the situation in the Dakotas as a crisis, the response was clear: "I would."

South Dakota lawmaker contracts COVID-19 after Pierre trip

A South Dakota state lawmaker has tested positive for the coronavirus after visiting Gov. Kristi Noem’s mansion and attending the governor’s budget speech at the Legislature.

Sen. Helene Duhamel, a Republican from Rapid City, became ill and tested positive on Wednesday, the day after she was in Pierre meeting with lawmakers. Duhamel also attended a dinner on Monday night at the governor’s residence and posed in a photo with Noem and other women lawmakers at the Capitol.

None wore masks in the photo, which Noem posted on social media.
