The largest and wealthiest U.S. farm businesses received the biggest share of almost $33 billion in payments from two subsidy programs – one created by the Trump administration to respond to the president’s trade war and the other by Congress in response to the coronavirus pandemic

The top 1 percent of farms, the largest agribusinesses in the country, received 16 percent of MFP payments, or more than $3.8 billion.

The bottom 80 percent of farms, the small- and mid-sized operations struggling the most, got just 23 percent of MFP payments, with an average per-farm payment of $9,109.

We have obtained and analyzed records for $5 billion in CFAP payments through June 30, and they show that CFAP payments through that date went to the largest farm operations

The top 1 percent of farms got 22 percent of CFAP payments

The smallest 80 percent of farms received 23 percent of CFAP payments, for an average payment of $4,677.

Many recipients never have to set foot on the farm or ride in a tractor to get paid. That’s why EWG has found thousands of people who live in cities, and some who live on golf courses, who have received MFP payments.

The GAO found that for eight of 25 farms that got the largest payments in 2019, the recipients qualified only through “active personal management.” To qualify under that definition, recipients need only dial in to a few shareholder conferences a year.

the Trump administration increased the per-person payment limit from $125,000 to $250,000. In 2019, his increase sent an extra $519 million to the largest farms. And this payment limit applies only to individuals: Farms can have an unlimited number of people who get payments, and each person can get up to $250,000.

the Loeffler family farm continues to operate, and several of Loeffler’s family members continue to pull in significant sums of money from government agriculture subsidies.

five of her family members have received more than $3.2 million in federal benefits since 1995. A significant share of that, $770,242, has come since 2018, as a result of farm bailout funds that President Trump has offered to compensate for the trade war with China and the pandemic.

Extended family members can take an on-paper share of the ownership in a farm and become eligible themselves for annual payments, as has apparently happened in the Loeffler family case.

Since 1995, Don has received $1,284,673 in federal government funds for crop subsidies, and Lynda has received $214,746.

Brian and Mary Angela (Molly) Loeffler, Kelly’s brother and sister-in-law, have also received farm subsidies, as part of the family business. Brian, 48, has received subsidies dating back as far as the EWG database goes, including in 1995, when he was 23 years old. With $1,316,998 in benefits, Brian has received more in subsidies than anyone in the Stanford, Illinois zip code.

Brian Loeffler and his wife applied for and received $744,968 in MFP payments in 2018 and 2019, according to EWG records. Collin Loeffler also received $11,089. In addition, the Loefflers received $17,560 in CFAP payments through June 30 of this year. Molly Loeffler’s receipt of $375,000 under MFP represents the maximum amount allowable in 2018 and 2019 for that program.

Don Loeffler is still receiving conservation program money, despite having retired a half-decade ago. And Brian and Molly Loeffler are maxing out on farm bailout funds.

we took a close look at another recent bailout for farmers: the $28 billion program, administered without congressional oversight over the last two years and meant to offset damages from President Trump's trade war with China.

most of it bypassed the country's traditional small and medium-sized farms that were battered by the loss of their export market and which are now being hit with severe losses from the coronavirus pandemic.

The administration tapped a Depression-era fund for agriculture and provided $28 billion for farmers, almost $3 billion to purchase surpluses for food banks and other nutrition programs and more than $24 billion in direct aid to farmers.

But so far, most of the money has gone to the biggest farms - one-third of it to just 4% of them. Even farm owners who personally report nearly $1 million in income per year are eligible.

No, you don't have to live on the farm or visit the farm. These payments aren't just going to farmers who are out there climbing up on a tractor every morning. These payments are going to people who are living in the middle of New York City because they happen to have an ownership interest in the farm.
